You'll need…
- inexpensive wedges
– rickrack
– hot glue gun

Here's how…
1. Glue rickrack all the way around the wedge of the shoe, connecting the ends of the ribbon on the instep of the shoe where it's most hidden.
2. Repeat with the other layers of rickrack as you wish!
